The Japanese plan for their surprise assault on Pearl Harbor included a fleet of 20 submarines, tasked with screening and reducing any U.S. naval response. Among them, five fleet submarines, including the I-16, carried Ko-hyoteki midget submarines designed for stealth and torpedo attacks within the harbor. Despite their daring mission, none of these midget submarines returned.
